Do Pakistanis need a visa for Azerbaijan?
Yes. Pakistan is not on Azerbaijan's visa free list, and it is not on the list of countries that can get a visa at Baku airport. Pakistan is on the e visa list, so most trips start on the official portal evisa.gov.az. The Pakistan Foreign Office guidance for Baku says the same: get your visa before you travel.
One exception: if you live in the UAE with a resident visa valid more than 6 months, or in Saudi Arabia, Oman, Bahrain, Qatar or Kuwait with a residence permit valid more than 6 months, the Ministry of Foreign Affairs list lets you get a visa at Baku airport for up to 30 days. Carry your residence card. Getting the e visa in advance is still the safer plan.
Our Azerbaijan visa page for Pakistan passports gives the short answer for each purpose. This guide goes further: the steps, what to carry when you fly from Pakistan, the embassy route, and the rules once you are in Baku.
Which visa do you need?
Pick the visa by the real purpose of your trip. Azerbaijani law requires the purpose of your visa to match what you do in the country, and breaking the declared purpose can bring a 5 year entry ban.
| Purpose | Visa | Stay | Official fee |
|---|---|---|---|
| Tourism, holiday, honeymoon | E visa, purpose Tourism | Up to 30 days | USD 29 standard; urgent about USD 59, shown in the form |
| Visiting relatives or friends | E visa, purpose Personal trip | Up to 30 days | Same as above |
| Short business meetings | E visa, purpose Business; longer trips: embassy business visa | 30 days on e visa; up to 180 days on a business visa | E visa as above; embassy fee see below |
| University study with an admission letter | E visa, purpose Education, then a student residence permit | Permit for the study period | E visa as above, then the permit fee |
| Paid work | Embassy work visa on an employer invitation, plus work permit | Permit for the contract | Set by the embassy and the permit rules |
How to apply for the e visa from Pakistan
- 1
Check your passport
It must be valid at least 3 months after the e visa ends. Since the e visa is valid for 90 days, a passport with 6 months or more left is the safe choice.
- 2
Scan the photo page
A clear colour scan or photo of the data page, with all four corners and no glare. A blurry scan is a common reason for refusal.
- 3
Fill in the form on evisa.gov.az
Write your name exactly as in the passport, in the same order. Choose the purpose that matches your trip. Use an email you check often.
- 4
Pay by card
The portal accepts Visa, Mastercard, UnionPay and JCB, and the card does not have to be yours. If your card is not enabled for international online payments, ask your bank to switch it on before you start.
- 5
Wait and download
Standard takes up to 3 working days. If the email does not arrive, use the official status page. Print the e visa.
Use only evisa.gov.az. Many lookalike sites charge two or three times the official fee. See how to spot fake e visa websites.
What to carry when you fly from Pakistan
Your airline checks that you have a valid entry for Azerbaijan before you board in Lahore, Karachi, Islamabad or another city. Immigration officers at departure and on arrival in Baku can also ask about your trip. Have these ready on paper and on your phone:
- Passport and the printed e visa, with matching passport numbers.
- Return ticket.
- Hotel booking, or the address and phone number of your host in Azerbaijan.
- Enough money for your stay, ideally in US dollars or on an international card. The Pakistan Foreign Office notes that Pakistani rupees cannot be exchanged in Azerbaijan.
- For business: an invitation or meeting letter from the Azerbaijani company.
- For students: your admission letter.
When you need the embassy in Islamabad
The e visa covers short visits up to 30 days. For other visas, for example work, longer business or private visits on an invitation, you apply at the Embassy of Azerbaijan in Islamabad before you leave. The Pakistan Foreign Office says such visas need an invitation from a contact in Azerbaijan, such as an employer or a university, or from a travel agency in Azerbaijan if you have no contact.
Azerbaijan's Ministry of Foreign Affairs lists holders of ordinary Pakistani passports among those who get visas free of charge under a bilateral agreement, with the words "within 15 days". The page does not explain the 15 days further, so ask the embassy how it applies to your trip. This is about embassy visas; the e visa portal does not mention it, so the e visa fee still applies. Embassies decide within 15 days. See embassy visas and the invitation letter guide.
Rules once you are in Azerbaijan
If you stay more than 15 days, you must be registered at your place of stay within 15 days of arrival. Hotels usually do this. The Pakistan Foreign Office warns that missing it can mean a fine or removal, and that you may be stopped from leaving until the fine is paid. Under Azerbaijani law the fine for staying without registration or valid documents is 300 to 400 AZN.
An e visa does not let you stay longer than 30 days, and a stay extension is only granted for a few reasons such as urgent medical treatment. If you want to stay to study, work or join family, you need a temporary residence permit. Sroky can remind you of your registration deadline, your last day of stay and permit dates so you never miss one. See overstay fines.
The Pakistan Foreign Office warns about people who promise visas to other countries, jobs or business deals from Azerbaijan in return for money. Azerbaijan is not in Europe or the Schengen area, and you cannot travel on from Baku to Europe without a proper visa.

Frequently asked questions
Can Pakistanis get a visa on arrival in Azerbaijan?
Not with a Pakistani passport alone. Pakistanis with a UAE resident visa, or a Saudi, Omani, Bahraini, Qatari or Kuwaiti residence permit, valid over 6 months, can get a visa at Baku airport. Everyone else needs the e visa before flying.
How much is the Azerbaijan e visa for Pakistanis?
The same as for everyone: USD 29 for standard (USD 20 state fee plus USD 9 service fee). Urgent is about USD 59; the form shows the exact amount.
How long can a Pakistani stay in Azerbaijan on an e visa?
Up to 30 days on one entry. For a longer stay you need a residence permit or another visa.
Can I work in Azerbaijan on an e visa?
No. The e visa does not allow paid work. You need an embassy work visa on your employer's invitation and a work permit.
Is the Azerbaijan visa free for Pakistanis?
The Ministry of Foreign Affairs says embassy visas for Pakistani ordinary passports are free of charge "within 15 days" under a bilateral agreement; ask the embassy what that covers. The online e visa has its normal fee.
Can Pakistani students come on an e visa?
Yes, with an admission letter and the purpose Education. File the student residence permit in your first two weeks. Some universities ask for an embassy visa, so ask yours first.
How early should I apply?
The portal needs 3 working days for standard. The Pakistan Foreign Office advises applying at least 5 days before travel.
