Key points

  • Tbilisi gives citizens of about 96 countries a full year without a visa. In Azerbaijan most visitors get 30 days on the e visa or up to 90 days visa free, depending on the passport.
  • Since 1 January 2026 every tourist entering Georgia needs health and accident insurance of at least 30,000 GEL.
  • Georgia's new labour migration rules in 2026 cover paid work for local employers. Work for a foreign client tied to its activity abroad is listed as outside that law. Azerbaijan's e visa bans paid work in Azerbaijan, and remote work is not clearly addressed.
  • Both countries make you a tax resident after about half a year: more than 182 days in a calendar year in Azerbaijan, 183 days in any 12 months in Georgia.
  • Azerbaijan's land borders are closed to passengers until 2 January 2027, so most people fly between Baku and Tbilisi. The train is only for some travellers.

Baku vs Tbilisi at a glance

Baku and Tbilisi are one hour apart by plane, but the rules for staying and working are quite different. Tbilisi is the easy place for a long stay without paperwork. Baku asks for more planning: a visa or a visa free passport, address registration after 15 days, and a residence permit if you want to stay longer.

The table below compares the rules that matter most for a remote worker. Rules were checked on official sites on 1 November 2026.

How long can you stay in Baku and in Tbilisi?

Georgia lets citizens of the countries on its government list enter without a visa and stay one full year. The list includes the USA, the UK, Canada, Australia, all EU states, Türkiye, the Gulf states, Russia, Ukraine, Kazakhstan, Israel, Japan and Korea, among others. Chinese citizens get 30 days for tourism. Other visa free visitors get 90 days in any 180.

Azerbaijan is shorter. Citizens of neighbour and partner countries such as Georgia, Türkiye, Kazakhstan, Ukraine and the UAE get up to 90 days without a visa. Russians get 90 days per calendar year. Most Western passports use the e visa, which gives 30 days on one entry. Check your passport on our visa checker or the visa free list.

If you stay in Azerbaijan more than 15 days, your address must be registered within 15 days of arrival. A hotel usually does it; with a rented flat, the landlord or you file it. See address registration.

Georgian law says the one year counts from the first border crossing. No official text says whether leaving and coming back starts a new year. Do not plan on a reset.

Can you work remotely in Baku or Tbilisi?

In Georgia, the Law on Labour Migration was changed for 2026. A foreigner without permanent residence needs a right to work from the Labour Ministry and a work residence permit, a D1 visa or another residence permit before paid work for a Georgian employer. The same law lists cases it does not cover, including work fully done remotely for a local employer without entering Georgia, and work or services for a non resident that relate to that person's activity outside Georgia. A remote worker paid by a foreign company is closer to that second case, but ask a Georgian lawyer about your own setup.

In Azerbaijan, the e visa conditions forbid paid work in the country. The law does not say clearly whether working online for a foreign employer counts. Azerbaijan has approved a digital nomad category in its Migration Code from 2027, but many details are not public yet. Read remote work on a tourist visa and the Azerbaijan digital nomad visa for what is confirmed.

When do you become a tax resident?

Both countries use a day count of about half a year. In Azerbaijan, a person who is in the country more than 182 days in a calendar year is a tax resident (Tax Code, Article 13.2.5). In Georgia, you are a tax resident for the whole tax year if you were there 183 days or more in any 12 months in a row ending in that year, and any part of a day counts (Tax Code, Article 34).

Being a tax resident can mean declaring your income locally, depending on your home country and any tax treaty. Count your days from the start, and talk to a tax adviser before you pass 150 days in either country.

Is Baku cheaper than Tbilisi?

There are no official cost of living figures for foreigners, so any number comes from crowd sourced sites and changes quickly. When we checked Nomads.com on 1 November 2026, it estimated a monthly cost for a nomad of about USD 1,860 in Baku and about USD 2,417 in Tbilisi, and a central one bedroom studio at about USD 551 a month in Baku and USD 676 in Tbilisi. How do you travel between Baku and Tbilisi?

Azerbaijan's land borders are closed to passenger traffic until 2 January 2027 under a Cabinet of Ministers decision of 17 September 2026. You cannot cross by car, bus or on foot.

The Baku to Tbilisi train runs again since 25 May 2026. The State Migration Service says it is open to Azerbaijani citizens and to foreigners who have the right of visa free entry to Azerbaijan. It does not say that e visa holders may board, so if you travel on an e visa, plan to fly. See the Tbilisi to Baku train and land borders.

Which city suits you?

  • Choose Tbilisi if you want a long stay with little paperwork and your passport is on Georgia's one year list. Buy the insurance before you fly.
  • Choose Baku if your passport is visa free for Azerbaijan or a 30 day stay is enough, or if you plan a residence permit through work, study, family or a company.
  • Mix both: many people base in Tbilisi and visit Baku on an e visa. Count each country's days separately.
  • In Baku, keep track of the 15 day registration and your last day of stay. The Sroky app can remind you of both.

Does Georgia have a digital nomad visa in 2026?

We found no separate nomad visa in Georgian law. Most remote workers use the one year visa free stay, and from 2026 they also need entry insurance of at least 30,000 GEL.

Paid work for a Georgian employer needs a right to work and a residence permit or D1 visa. The law does not cover work for a non resident tied to its activity outside Georgia, but ask a lawyer about your case.

The official notice opens the train to Azerbaijani citizens and visa free foreigners only. It does not mention e visa holders, so fly unless the State Migration Service tells you otherwise.
