Who can enter Qatar visa free?
Qatar's official tourism site says more than 100 nationalities qualify for visa free entry, which used to be called visa on arrival. Only the name changed. Citizens of the GCC states (Bahrain, Kuwait, Oman, Saudi Arabia and the UAE) need no visa at all.
For Azerbaijani citizens, the Ministry of Foreign Affairs of Azerbaijan lists Qatar as visa free for 30 days under a bilateral agreement. Your passport must be valid for at least 3 months from arrival in Qatar, and you should carry a return ticket and a hotel booking.

Who can enter Oman without a tourist visa?
The Royal Oman Police (ROP) publishes two lists. List 1 can enter without a tourist visa. List 2 can enter without one only if they hold a valid visa from the USA, Canada, Australia, the UK, Japan or a Schengen country. Oman's tourism site describes this as a short stay of up to 14 days.
| ROP list | Countries (examples) | Condition |
|---|---|---|
| List 1 (about 80 countries) | EU and most of Europe, UK, Georgia, Ukraine, Belarus, Armenia, Türkiye, Russia, Iran, Kazakhstan, Uzbekistan, China, Japan, South Korea, USA, Canada, Australia | No tourist visa needed for a short visit |
| List 2 (24 countries) | Azerbaijan, India, Egypt, Jordan, Morocco, Algeria, Tunisia, Tajikistan, Turkmenistan, Kyrgyzstan, Vietnam, Mexico | Only with a valid USA, Canada, Australia, UK, Japan or Schengen visa |
| Everyone else | For example Pakistan, Bangladesh, Nigeria, Philippines | Oman e visa before travel |
An Azerbaijani citizen without one of those six visas needs an Oman e visa. The same applies to Indian citizens living in Baku.

Oman e visas are issued only on evisa.rop.gov.om. The portal offers an unsponsored tourist visa, a sponsored tourist visa through a hotel or tour company, a tourist visa for GCC residents and an express visa.
- Validity before use: one month for unsponsored and express visas, three months for sponsored tourist visas.
- Apply at least 4 days before you travel. Processing times vary.
- Your passport must be valid for at least 6 months when you enter Oman.
- Photo and passport files must be under 512 KB each.
- Paying does not guarantee a visa. The fee is shown in the portal before you pay.
The Qatar and Oman joint tourist visa
Visit Qatar describes a joint tourist visa issued on arrival for 37 nationalities, including the EU states, the UK, the US, Canada, Australia, Japan, South Korea, Malaysia and Singapore. It is valid for 30 days in both countries, allows multiple entries and can be extended once by 30 days for a fee.
Azerbaijani, Indian and Pakistani citizens are not on that list. They plan Qatar and Oman as two separate entries, each under its own rules.
Planning a Gulf trip from Baku
Azerbaijani citizens enter the UAE and Qatar visa free, but need visas for Oman and Saudi Arabia. For the UAE rules see Dubai and UAE for Azerbaijanis. For Saudi Arabia, see who qualifies for the Saudi e visa.
Sroky does not file Qatar or Oman visas. Apply on hayya.qa or evisa.rop.gov.om yourself; both are free to use apart from the official fees. For your other options, open where Azerbaijani passports can travel or travel from Pakistan.
