Do Azerbaijanis need a visa for Dubai?

No. Azerbaijan and the UAE apply a mutual visa free regime, and the list published by Azerbaijan's Ministry of Foreign Affairs gives a stay of up to 90 days in the UAE. The waiver for ordinary passports has applied since 8 July 2023. Emirati citizens enjoy the same in Azerbaijan; see our page for UAE passports.

The UAE has seven emirates, and the rule is the same in all of them: Dubai, Abu Dhabi, Sharjah, Ras Al Khaimah and the rest. You land, show your passport and get an entry stamp.

UAE government sites publish long country lists, and Azerbaijan is not always shown clearly on them. If you want certainty before a big trip, ask your airline or the UAE Embassy in Baku. Airlines check entry rules for every passenger at check in.

Why some sites still sell a UAE visa to Azerbaijanis

Before July 2023, Azerbaijani citizens needed a UAE visa, usually arranged by a hotel, airline or travel agency. Many websites never updated their pages, and some agencies still offer a paid "Dubai visa" for Azerbaijani passports. For tourism, a family visit or a short business trip, you do not need it.

There are cases where a UAE visa or permit still makes sense: if you want to stay longer than the visa free period, if you move for work, or if you hold a different passport with other rules. In those cases, use official UAE channels (the federal ICP portal, or GDRFA for Dubai) or a licensed company, and ask what you are paying for.

What the UAE border may ask

Most Azerbaijani travellers pass passport control in Dubai or Abu Dhabi in minutes. Officers can still ask questions, especially on a first visit, a one way ticket or a long stay. Keep these ready on your phone or on paper:

  • Your passport. Airlines often want at least 6 months of validity; check with yours before you fly.
  • A return or onward ticket.
  • Your hotel booking or the address of the person you visit.
  • A way to pay for your stay, such as a bank card.
  • For business, the name of the company you meet.

Working in Dubai as an Azerbaijani

Visa free entry does not give the right to work. To take a job in Dubai or elsewhere in the UAE, your employer applies for a work permit and an entry permit, you enter, do a medical test and biometrics, and then receive a residence visa and Emirates ID. Many people first come visa free for interviews and then the employer processes the work visa.

Working without a permit can lead to fines, deportation and a ban for both you and the employer. If you start a business, your company, often in a free zone, sponsors your residence visa instead. Fees and steps differ by emirate and free zone, so read them on the official portals.

Do not pay anyone who promises a job and a visa together for a large upfront fee. Real UAE employers pay most work visa costs.

Counting your days and avoiding an overstay

Your entry stamp shows how long you may stay. Count from the day of arrival and leave on time. Overstaying in the UAE leads to daily fines that you pay before you can leave, and long overstays can lead to a ban. If you need more time, ask the authorities about your options before your last day, not after.

Frequent visitors should keep a simple log of entry and exit dates. The Sroky app can count your days and remind you before your passport needs renewing, which matters because many airlines check passport validity for Gulf flights.

Other Gulf countries for Azerbaijani passports

The Gulf is not all the same. Qatar is visa free for 30 days under Azerbaijan's MFA list. Saudi Arabia needs a tourist e visa, which is also the visa most people use for Umrah; see Umrah from Azerbaijan. Oman and Bahrain use e visas, and Kuwait still needs a visa. Our table of where Azerbaijani passports can travel has every country with its source.
