- With a work permit you then get a temporary residence permit (TRC) on the work ground.

- You cannot work on an e visa, a visa free stay or a student permit alone.

Who needs a work permit in Azerbaijan?
Almost every foreigner who does paid work for an employer in Azerbaijan needs a work permit. The Migration Code says the employer must obtain a permit for each foreign worker (article 63.2), and the foreigner may start paid work only after the employer has it (article 63.4). This applies whether you came on a visa, visa free or as a student.
The e visa conditions say clearly that the e visa gives no right to paid work. Students are also not on the exemption list, so a student permit is not enough to take a job. If you are unsure, read business trip or work for the difference between meetings and work.
The rule is about who pays you and where you work. A foreign company sending you to Baku for a few meetings is a business visit. A local employer paying you for a job in Azerbaijan is work, even for a short project.
Working without a permit breaks the purpose of your stay. It can lead to a fine of 300 to 400 AZN, cancellation of your residence permit and a risk of an entry ban.
Who does not need a work permit?
Article 64 of the Migration Code lists people who may work without a work permit. The main groups for foreigners living in Azerbaijan:
- Holders of an Azerbaijan permanent residence permit
- The head of an Azerbaijani company with a foreign founder and paid capital of at least AZN 50,000
- A founder who owns at least 51 percent of an Azerbaijani company
- A registered entrepreneur on the entrepreneur residence ground
- Heads of branches and representative offices of foreign companies, and their deputies
- Certain categories set by law: staff of state bodies, accredited journalists, seafarers, visiting lecturers, artists, athletes and coaches, Alat Free Economic Zone and technology park cases, and other cases set by the government
Being exempt from the work permit does not mean you need no residence permit. You still need a TRC on the right ground to live in Azerbaijan.
How do you get a work permit? The employer's role
The whole process is driven by the employer. You provide your documents; the employer applies to the State Migration Service. The employer can apply while you are still abroad, or while you are already in Azerbaijan on another basis, such as a visa (article 63.3). Work permits follow a quota system. For the current list of documents, the fee and the processing time, check the State Migration Service work permit page, because these details change.

Residence permit on work
Apply for a TRC on ground 45.1.8 (work permit obtained) at ASAN, a migration office or online.
How does the work permit connect to your residence permit?
The work permit lets you work. The TRC lets you live in Azerbaijan. You need both. The first TRC is valid up to 1 year, and extensions can be up to 2 years. You apply at least 30 days before your current stay ends, and an accepted application keeps your stay legal while it is processed.
The TRC fee depends on the length and speed. For an adult, one year costs 120 AZN with 20 working days processing or 160 AZN with 15 working days. You pay when you collect the card. The full process is in the temporary residence permit guide.
| Work permit | Residence permit (TRC) on work | |
|---|---|---|
| Who applies | Employer | You (in person or by representative) |
| What it allows | Paid work for that employer | Living in Azerbaijan, travel without a visa while valid |
| Length | Up to 1 year, extended up to 1 year each time | First permit up to 1 year |
| Renewal deadline | Employer applies at least 30 days before the end | At least 30 days before the card ends |
| Counts toward permanent residence | No | No (work permit years do not count) |
Extending the permit, or when the job ends
Your employer must apply to extend the work permit at least 30 days before it ends (article 69.2). Then you extend your TRC in time too. Two deadlines, one month apart from the end date, are easy to forget; Sroky keeps the work permit end date and your TRC on your phone and reminds you 14, 7, 3 and 1 days before the 30 day mark.
If your job ends early, you must leave Azerbaijan within 10 working days unless you have another legal ground to stay, for example a new employer's permit or a family ground.
Without an extension, you must leave when your permit ends. Staying on can bring a fine of 300 to 400 AZN with or without expulsion.
Family members, remote work and special cases
Your spouse and children can get a family TRC based on yours, but a family permit is not a work permit. A spouse who wants a job needs their own work permit. See bring your family to Azerbaijan.
Whether working remotely for a foreign employer while on an e visa counts as work in Azerbaijan is not stated in official sources. A new digital nomad category is planned in the law from 1 January 2027, but its details are not published yet. Highly skilled migrants have their own route with longer permit periods.
Never miss this deadline
