Key points

  • For meetings, negotiations, conferences and site visits, an ASAN e visa with the purpose Business is usually enough: USD 29 official fee, 30 days, single entry.
  • No invitation is uploaded for the business e visa; you only upload your passport photo page.
  • The business visa (Migration Code article 26) allows up to 180 days, single or multiple entry, and needs the company's invitation filed at the Foreign Ministry.
  • Neither visa allows paid work in Azerbaijan. Work needs a work permit.
  • The government decides every visa. You can always apply alone on the official sites.

Business visit or work: where is the line?

A business trip means you visit Azerbaijan for your company abroad: you meet partners, negotiate, attend a conference, visit a site or sign a contract. You are not employed or paid by an Azerbaijani employer. Work means you do paid work in Azerbaijan. That needs a work permit obtained by the employer, and a residence permit after it.

The e visa conditions say the e visa gives no right to paid work, and the business visa does not allow it either. If a company in Baku wants to hire you, read the work permit guide instead.

The purpose on your visa must match what you do. Doing paid work on a business or tourist visa can lead to a fine of 300 to 400 AZN and a risk of an entry ban.

What does the business e visa allow?

If your passport is eligible for the ASAN e visa, you apply on evisa.gov.az and choose the purpose Business. It suits short visits for meetings and events. You upload only the passport photo page; no invitation, hotel booking or ticket is uploaded. Your passport must be valid at least 3 months beyond the e visa. When do you need a business visa with an invitation?

The business trip visa in Migration Code article 26 is issued at an Azerbaijani embassy on the petition of an Azerbaijani company, state body, individual entrepreneur or branch of a foreign company. It allows a stay of up to 180 days, with single or multiple entry. You need it when:

  • Your passport is not eligible for the e visa
  • You need to stay longer than 30 days
  • You need multiple entries
  • You plan an entrepreneur residence permit later (ASAN lists a business visa for that ground)

How does the company invitation work?

The invitation is not a simple letter. The Azerbaijani company files it at the Consular Department of the Foreign Ministry (Sh. Gurbanov 50, Baku; Monday, Wednesday and Friday, 10:00 to 12:30). The ministry then instructs the embassy you named. More on this in Azerbaijan invitation letters.

Common mistakes on a business trip to Azerbaijan

Most problems on business trips come from small choices made at the start. A short check before you apply saves time at the border and later at the migration office. For a side by side view of both routes, read e visa vs embassy visa.

  • Choosing the purpose Tourism for a business visit. Pick Business, so your visa matches what you do.
  • Planning a stay longer than 30 days on an e visa. The e visa cannot be turned into a longer business stay; plan the embassy business visa instead.
  • Expecting a second entry on the same e visa. It is single entry, and you can request a new one only after you leave.
  • Starting paid work for a local company before the employer has a work permit for you.
  • Asking the company for a plain letter when you need the business visa. The company must file the invitation at the Foreign Ministry first.
  • A passport that expires too soon. It must be valid at least 3 months beyond the visa.

What to carry on a business trip

The law does not ask for these papers at the border, but a clear answer to the question about your purpose is what matters. Carry:

  • Passport and printed e visa (or the visa in your passport)
  • A letter from the company you visit: letterhead, contact person, dates
  • Hotel booking and return ticket
  • A phone number of your contact in Azerbaijan

If you stay longer than 15 days, your address must be registered within 15 days. Hotels usually do this for you.

Planning to stay or set up a company?

Many business visitors later open a company or a branch. A business e visa entrant whose employer gets a work permit can apply for a residence permit on that basis. A founder or entrepreneur uses the business residence grounds; see open a company in Azerbaijan as a foreigner. If you want help with the e visa itself, Sroky can file it for you for a service fee on top of the official fee. Sroky is a private service, not the government.
