Key points

  • From an e visa country, an admitted student can come on an ASAN e visa with the purpose Education, never Tourism.
  • The e visa gives 30 days. File your student permit within about the first 2 weeks, and never after day 30.
  • At the airport, immigration may wait for the university to confirm you, so land on a weekday in office hours with your admission letter.
  • Register your address within 15 days of arrival. It is free.
  • Your spouse and children can come with you on a family e visa (purpose Personal trip) or join later, and file their family permits with or after yours.

Which visa should a student use to enter Azerbaijan?

Azerbaijan has a special education visa (Migration Code article 27), issued by embassies after the university files an invitation. But many students from e visa countries do not need it. If you already have an admission letter and a ready account on portal.edu.az, you can come on an ASAN e visa with the purpose Education and apply for your student permit inside the country. The law allows a permit after entry on an e visa, and several universities and the Pakistan embassy in Baku describe this route.

The purpose matters. The migration service says the purpose of your visa must match the purpose of your stay, and the permit office expects an education purpose for a student permit. A Tourism e visa is the wrong start. Check your passport with the free visa checker.

Some universities still tell all students to get the embassy education visa. Ask your international office before you book. The government decides every visa.

How do you get the e visa as a student?

You apply on evisa.gov.az yourself. You need a passport valid at least 3 months beyond the e visa, a scan of the photo page, an email and a bank card. Apply at least 3 working days before you fly. The step by step is in how to apply for the Azerbaijan e visa.

If you prefer help, Sroky can file the e visa for you for a fee on top of the official one. Sroky is a private service, not the government.

Check the details twice before you pay. The name, passport number and dates must match your passport exactly, and you must travel on the same passport you used in the application. Dual nationals in particular should use one passport for both. Print the e visa and keep a copy on your phone.

What happens at the airport in Baku?

Border officers check that your purpose fits you. A young traveller on an Education e visa may be asked to wait until the university confirms the admission, often by a phone call. No official notice describes this, but students report waits of up to about 4 hours, especially at night when international offices are closed. Land on a weekday in office hours if you can, or ask the university to be reachable.

Carry these in your hand luggage:

  • Passport and the printed e visa (required)
  • Printed admission letter and a screenshot of your portal.edu.az account
  • A phone number of the international office that answers at your arrival time, and a named staff member
  • Tuition payment receipt, if you already paid
  • The address of your first accommodation (dorm letter or booking)
  • A bank card or cash for the first weeks
  • Health insurance

Your first 30 days: what to do and when

On an e visa your stay ends on day 30, and a stay extension is not available for study. A filed permit application keeps your stay legal, so do everything early.

  1. 1

Day 1 to 3: the university

Pay the fee, enrol and ask for the letter to the State Migration Service. Some universities issue it only after payment.

  2. 2

By day 15: register your address

Your landlord, dorm or you file it, online, by email or at a migration office or ASAN centre. Free. Read address registration.

  3. 3

Days 3 to 14: health certificate and papers

Get the HIV and hepatitis B and C certificate, 2 photos 3.5 x 4.5 cm, and your housing papers with the owner's consent.

  4. 4

Within about 2 weeks: file the student permit

At an ASAN service centre (not Ganja No. 1), a migration office or online. Fee 40 AZN (20 working days) or 60 AZN (15 working days), paid when you collect the card.

Not registering your address, or staying after day 30 without a filed permit application, can bring a fine of 300 to 400 AZN with or without expulsion.

Can your family come with you?

Family here means your spouse, children under 18, adult children unable to work and, only in narrow cases, dependent parents. If your family travels with you from an e visa country, they apply on evisa.gov.az as a family application (2 to 10 people) with the purpose Personal trip, on the same flight. If immigration waits for your university, they wait with you, so keep marriage and birth certificates in hand luggage.

Register them at your address within 15 days. At ASAN you can file all applications on the same day: the staff fill a form for each family member, you sign the consent in person, and one set of housing papers covers the family.

If your family joins you later

  1. 1

    Get your own permit first

Your family's permit depends on yours.

  2. 2

    Write a notarised invitation

With your ID copies, a promise to cover their costs and proof of the family tie.

  3. 3

    Their visa

From an e visa country, an e visa with the purpose Personal trip. Otherwise a personal visit visa at an embassy. Never Tourism.

  4. 4

Register and file the family permit

Register within 15 days and file inside their 30 days. You sign the consent at ASAN.

A family member's card ends with yours. A spouse who wants to work needs a separate work permit. More in bring your family to Azerbaijan.

Frequently asked questions

Can I enter Azerbaijan on an e visa to study?

If your passport is eligible and you have an admission letter, many students come on an ASAN e visa with the purpose Education and file the student permit inside the country. Choose Education, not Tourism, and check with your university, because the government decides.

When must I apply for my student permit after arriving on an e visa?

Within about the first 2 weeks, and never after day 30, because the e visa allows 30 days and cannot be extended for study.

Why was I held at immigration in Baku?

Officers may check your study purpose with the university before letting you in. Arriving in office hours with your admission letter and a working university phone number makes it faster.

Do I need a return ticket as a student?

It is not a legal requirement for e visa entry, but some airlines ask at check in. Your admission letter usually answers the question.

Can my wife and children come on the same flight?

Yes. From an e visa country they can apply as a family on evisa.gov.az with the purpose Personal trip and file their family permits on the same day as yours at ASAN.

How much is the student permit?

40 AZN for one year with 20 working days processing, or 60 AZN with 15 working days, paid when you collect the card.
