Key points

  • Azerbaijani citizens enter Russia without a visa, but only with an international passport, not the ID card.
  • Azerbaijan's Ministry of Foreign Affairs and State Migration Service give the limit as 90 days per calendar year.
  • You must be registered at your address within 7 working days of crossing the border. Your host or hotel usually does it.
  • To work, apply for a work patent within 30 days of entry. Late applications are fined.
  • Russia runs RuID, an app for foreigners to register before entry with a QR code. Whether it is required for you on your date of travel was not clear in 2026, so check before you fly.

Can Azerbaijanis go to Russia without a visa?

Yes. Under the 1997 agreement on visa free travel between Azerbaijan and Russia, Azerbaijani citizens can enter, leave, transit and stay in Russia without a visa, as long as they follow Russian rules on stay and registration. You need a valid ordinary passport. The Azerbaijani ID card is not accepted for Russia.

Azerbaijan's land borders stay closed to passengers until at least 2 January 2027, so almost everyone flies. Russian citizens coming the other way have their own rules; see Russians in Azerbaijan. For other destinations, see where Azerbaijani passports can travel.

How the 90 days work

The Azerbaijani MFA list and the State Migration Service guide on Russia both say Azerbaijani citizens can stay in Russia up to 90 days per calendar year without a permit. Many websites describe a "90 days in 180" rule instead. Because sources differ, plan the safe way: keep your total under 90 days in the calendar year and never stay more than 90 days in a row.

If you plan to stay longer than 90 days for reasons other than work, the Migration Service guide says you must complete photo, fingerprinting and a medical check within 90 days of entry, which you need for a residence permit application. Track your dates; the Sroky reminders can count your days and warn you before the limit.

Overstaying or breaking registration rules can bring a fine, expulsion and a ban on entering Russia for years. Repeated breaches are treated more harshly.

Migration registration step by step

  1. 1

    Keep your migration card

Fill in the migration card on arrival. The border keeps part A and gives you back part B. Keep part B until you leave; if you lose it, report it within 3 days and get a free copy.

  2. 2

    Give your host your documents

Your host, a Russian citizen, a foreign resident or a company that gives you housing, needs copies of your passport and migration card.

  3. 3

    Host files the notice

Within 7 working days of your entry, the host submits the arrival notice to the Ministry of Internal Affairs directly, at a MFC public service centre or by post. Hotels do this for guests.

  4. 4

    Keep the tear off slip

You get the detachable part of the notice as proof. Carry it with your passport; police can ask for it.

  5. 5

    Register again when you move

If you change address, the new host registers you again.

Working in Russia: the patent

Because Azerbaijani citizens enter Russia without a visa, they work on a patent, not a work permit. Write "work" as the purpose of the visit on your migration card. Within 30 calendar days of entry, apply to the Ministry of Internal Affairs: take the photo, fingerprinting and medical check, and pass the exams in Russian language, history and law.

The Migration Service guide says a late application is not refused for that reason alone, but it brings an administrative fine. A patent is valid for 1 to 12 months, only in the region that issued it, and you keep it alive by paying the monthly advance tax on time. If the patent is not renewed, you must leave within 15 days after it ends.

RuID and the QR code: what we know

RuID is the Russian Gosuslugi app for foreigners. It lets visa free visitors create a profile, give biometric data and get a QR code before they arrive. Russia launched it as an experiment in June 2025, and Russian reports say the experiment was extended to the end of 2027.

Reports in 2026 disagree on whether every visa free traveller must use it. Some say it became compulsory, while officials in several neighbouring countries said it stayed voluntary for their citizens. Check the official RuID and Russian Ministry of Internal Affairs pages, and ask your airline, a few days before you fly. Filling it in early does no harm.

Never miss this deadline

Add your permit, passport and registration to Sroky. It counts the days, warns you early and keeps every document encrypted on your phone.
