Where to renew an Azerbaijani passport if you live abroad
Under the passport regulations, citizens who live abroad permanently or temporarily get their ordinary passport through the Azerbaijani diplomatic mission or consulate accredited in their country of residence. The embassy accepts the documents and passes them to the Ministry of Internal Affairs, which prepares the passport individually. Time limits for issue count from the day the ministry receives your file.
You can apply to replace your passport before it expires, and you should. Many countries and airlines want 3 to 6 months of validity left (see where Azerbaijani passports can travel), and a residence permit abroad often needs even more. Start at least 6 to 9 months before the expiry date. The Sroky reminders can warn you in time, and our passport validity guide explains the common rules.
How much does it cost?
You pay two things: the state fee for the passport, set by age, and a consular charge of USD 25 for preparing and sending the documents. Each embassy publishes its bank details and the way to pay on its website.
| Applicant | State fee | Embassy charge | Passport valid for |
|---|---|---|---|
| Child under 1 | 15 AZN | USD 25 | 1 year |
| Child 1 to 3 | 25 AZN | USD 25 | 3 years |
| Child 3 to 18 | 35 AZN | USD 25 | 5 years |
| Adult 18 and over | 60 AZN | USD 25 | 10 years |
| Return certificate | USD 10 | None listed | One trip home |
Sroky does not handle Azerbaijani passports. Apply only at the embassy, consulate or official government services.
Documents you need

Renewing at the embassy, step by step
- 1
Find your embassy or consulate
Apply at the mission accredited for the country where you live. Check its website for reception days and whether it uses the MFA Electronic Appointment Portal.
- 2
Pay the fees
Pay the state fee and the USD 25 charge to the account the embassy shows. Keep the receipts.
- 3
Submit the documents
Bring the form, ID card or old passport, receipts and any military or child documents. Biometric data is usually taken in person.
- 4
Wait for the courier
The ministry in Baku makes the passport and sends it to the embassy on the diplomatic courier schedule. Ask the embassy how long this usually takes there.
- 5
Collect the new passport
Pick it up in person, or as the embassy instructs. Update your residence permit, bank and airline profiles with the new number.
How long does it take?
The MFA says delivery to embassies follows the international diplomatic courier routes, whatever fee you paid. That means there is no fast track abroad and the time depends on your country. We could not find an official number of weeks, so ask your embassy for its usual time when you apply and plan with a wide margin.
If you visit Azerbaijan, you can also apply at home through the internal affairs bodies or an ASAN Service centre that takes passport applications, which may be faster. Check the current rules and fees before you go, because you must be in the country to collect it.
Lost, stolen or expired: the return certificate
If your passport is lost, stolen, damaged or expired and you need to go back to Azerbaijan, the embassy or consulate can issue a Return Certificate. It is an official identity document that is valid only for the trip home.
Bring the application form, two colour photos of 3 x 4 cm, the old passport if you still have it, and any Azerbaijani document with your photo, such as an ID card or driving licence. The state fee is USD 10. It is waived for students, for people with a foreign police report about a lost or stolen passport, and for some other groups. The certificate is issued within 3 calendar days after your application is registered. Within 20 days of arriving home, hand it in to the authority that issues passports.
If your passport was stolen, report it to the local police first and keep the report. Report a loss to the embassy right away, so the old passport is marked invalid.
Never miss this deadline
Add your permit, passport and registration to Sroky. It counts the days, warns you early and keeps every document encrypted on your phone.
