Key points
- Citizens of Saudi Arabia, Kuwait, Oman and Bahrain with ordinary passports can enter Azerbaijan without a visa from 15 February 2026 to 15 February 2027.
- Each person can enter 3 times in that period and stay up to 30 days per entry. A fourth entry needs a visa.
- Qatar and the UAE have their own permanent agreements: Qatar 30 days, the UAE 90 days.
- Foreign residents of the Gulf with a residence permit valid more than 6 months can get a 30 day visa at Baku airport.
- After 15 February 2027, Saudi, Kuwaiti, Omani and Bahraini citizens can still use the e visa or the airport visa unless the window is extended.

Do Saudi, Kuwaiti, Omani and Bahraini citizens need a visa for Azerbaijan?
Not until 15 February 2027. Azerbaijan opened a one sided visa free window for ordinary passport holders of four Gulf countries: Saudi Arabia, Kuwait, Oman and Bahrain. It started on 15 February 2026 and is listed on the Foreign Ministry visa free page in group IV, the temporary decisions taken by Azerbaijan alone.
You do not apply for anything before you fly. You show a valid passport at passport control in Baku and you get an entry stamp. The window is for visits: tourism, family, shopping, medical checkups and short business meetings. It does not give a right to work or to study for a long time.
The rule covers ordinary passports. Diplomatic and service passports follow separate agreements on another list, so check that list if you travel on an official passport.
| Passport | Visa free rule | Valid until |
|---|---|---|
| Saudi Arabia | 3 entries, up to 30 days each | 15 February 2027 |
| Kuwait | 3 entries, up to 30 days each | 15 February 2027 |
| Oman | 3 entries, up to 30 days each | 15 February 2027 |
| Bahrain | 3 entries, up to 30 days each | 15 February 2027 |
| Qatar | 30 days (agreement); a visa in advance for study or work | No end date |
| United Arab Emirates | 90 days (agreement) | No end date |
How the 3 entries and 30 days work
Every entry starts a new stay of up to 30 days. The day you arrive and the day you leave both count. If you land on 1 March, your last day is 30 March at the latest.
You have 3 entries inside the window. A family that visits for Eid, again in summer and again in winter has used all 3. For a fourth trip before 15 February 2027 you need a visa, and the visa options are below.
A stay that starts before 15 February 2027 should end within its 30 days. The Foreign Ministry list gives the window dates but does not say how a stay that crosses the end date is treated, so if your trip runs past 15 February 2027, check with the State Migration Service before you travel or simply plan to leave by that date.
Staying longer than 30 days is an overstay. It is fined AZN 300 to 400 and an unpaid fine can block your next entry. Read overstay fines.
Qatar and the UAE: different rules
Qatari and Emirati citizens are not part of the temporary window, because they already have permanent agreements with Azerbaijan. Qatari citizens can stay up to 30 days without a visa, but the Foreign Ministry says they must get a visa in advance if they come to study or work. Emirati citizens can stay up to 90 days without a visa.
These agreements have no end date, so nothing changes for Qatar or the UAE in February 2027.
Living in the Gulf but not a Gulf citizen?
Many travellers from the Gulf hold another passport, for example Indian, Pakistani, Egyptian or Filipino. The visa free window is for citizens only. But the Foreign Ministry lists two airport visa routes that help Gulf residents:
- A residence permit valid more than 6 months in Saudi Arabia, Oman, Bahrain, Qatar or Kuwait lets you get a visa of up to 30 days at an international airport in Azerbaijan.
- A UAE resident visa valid more than 6 months gives the same right.
- If your passport is on the e visa list, you can also apply online on evisa.gov.az before you fly. Many residents prefer this so they board with the visa already in hand.

What happens after 15 February 2027?
If Azerbaijan does not extend the window, citizens of Saudi Arabia, Kuwait, Oman and Bahrain will need a visa again. They still have two easy options, because all four countries are on both the e visa list and the airport visa list.
Windows like this have been extended or replaced before, but nothing is promised. Check the Foreign Ministry page in early February 2027 before you book.
| Option | Where | Official fee | Stay |

Checklist before you fly to Baku
- Passport valid for your whole stay with a margin. Read passport validity rules.
- Count your entries if you visit often. Write down each entry and exit date.
- Staying more than 15 days? Your place of stay must be registered within 15 days of arrival. Hotels do it for you; in a rented flat the owner or you file it. See address registration.
- Bringing a phone you plan to use on a local SIM? It must be declared at customs and registered.
- Entry is by air. Azerbaijan's land borders are closed to passengers until 2 January 2027 under a Cabinet decision of 17 September 2026.
Want to stay longer than 30 days?
A visa free visit cannot simply be stretched. If you have a real reason to live in Azerbaijan, such as study, work, marriage, a company or property, you apply for a temporary residence permit at least 30 days before your stay ends. On a 30 day stay, that means in your first days here.
Sroky can save your entry dates and remind you before day 30, before your registration deadline and before the window closes. It is a private app, not the government, and the border officer always has the final word.
Let Sroky file your e visa
Check your passport for free, fill in the application in the app and we file it on the official portal. You pay our fee and the official fee as separate lines.
