Key points
- No Azerbaijani law says an Armenian stamp alone bars you from entering. Many tourists visit both countries on the same trip.
- What leads to a refusal or a ban is entering Azerbaijani territory from Armenia without an official Azerbaijani checkpoint, for example past trips into Karabakh.
- There is no open border between Armenia and Azerbaijan, so travel through Georgia or fly via a third country.
- Border officers can still refuse anyone whose stay they consider undesirable, so answer questions honestly. False answers can bring a 5 year ban.
- Citizens of Armenia cannot use the e visa; the portal does not list Armenia.

Can I enter Azerbaijan with an Armenian stamp?
In most cases, yes. The reasons for refusing entry are written in Article 16 of the Migration Code and listed on the website of the Ministry of Foreign Affairs. A stamp or a visa from Armenia is not on that list. Tourists who did the classic Caucasus loop of Georgia, Armenia and Azerbaijan usually enter Baku without trouble.
Expect that the officer may look at your stamps and ask about your trip. Questions are normal at any border and do not mean you will be refused. Answer simply: where you went, when, and why.
| Your situation | What the rules say | Risk at the Azerbaijani border |
|---|---|---|
| Armenian stamp from a normal tourist trip to Armenia | Not a ground for refusal in the Migration Code | Low; you may get questions |
| Past trip into Karabakh or nearby districts from Armenia, without Azerbaijani permission | Entry outside an official checkpoint is a border violation; entry bans apply | High; likely refusal |
| Armenian citizen | No e visa; there is no Azerbaijani embassy in Armenia | Ask an Azerbaijani embassy in your country of residence |
| Earlier false answers to Azerbaijani officials | Article 16.1.7: 5 year entry ban | High |
Why past trips to Karabakh matter
For many years, foreigners visited Karabakh by road from Armenia, without passing any Azerbaijani border post. Azerbaijan treats this as illegal entry into its territory. The Ministry of Foreign Affairs travel warning says entering without crossing an official state border checkpoint is a violation of the state border, and that administrative, criminal and other measures, including a ban or restriction on entry, are applied to people who entered or tried to enter that way.
So the question for you is not "did I go to Armenia" but "did I go into Azerbaijani territory from Armenia". If you did, expect to be refused, even with a valid e visa. If you are not sure whether a past trip counts, ask an Azerbaijani embassy before you book.
A valid e visa does not override an entry ban. Officers check the restrictions database at the border, and the e visa fee is never refunded.
The undesirable stay rule
Article 16.1.5 of the Migration Code also lets Azerbaijan refuse entry when a person's stay is considered undesirable. This is a broad power and the law does not list examples. Travel reports describe extra questions for some people with Armenian surnames or of Armenian origin, whatever their passport. We could not find any written official rule about this, so we cannot tell you how it is applied today.
If this could concern you, contact an Azerbaijani embassy before you travel, and keep your plans flexible.
How to visit Armenia and Azerbaijan on one trip
There is no open crossing between the two countries. Azerbaijan's land borders are also closed to passengers until at least 2 January 2027, except for the Tbilisi to Baku train for visa free passports. In practice the route goes through Georgia.
- 1
Do Azerbaijan first if you can
Starting in Azerbaijan and ending in Armenia means your Armenian stamp comes later. It is not required, but it can save you questions at the Baku border.
- 2
Travel between them through Georgia
Go Yerevan to Tbilisi by road or train, then fly from Tbilisi to Baku. If your passport is visa free for Azerbaijan, you can also take the Tbilisi to Baku train.
- 3
Get the right entry for Azerbaijan
Check your passport with the free visa checker. If you need an e visa, apply only on evisa.gov.az.
- 4
Stay with the official border posts
Never try to enter Azerbaijan from Armenia directly. There is no legal way, and land mines remain a danger near the line.
What to do at passport control
- Use the same passport you used for the e visa application.
- Answer questions about Armenia truthfully. Giving false information about yourself or your trip can bring a 5 year ban under Article 16.2.
- Keep your hotel booking and return ticket ready to show.
- Stay polite and calm. If you are refused, ask which rule applies and contact your embassy.
Armenian citizens and Azerbaijan
Armenia is not on the e visa list on evisa.gov.az, and the two countries have no diplomatic relations, so there is no Azerbaijani embassy in Yerevan. A citizen of Armenia who lives in another country can only ask the Azerbaijani embassy there about an embassy visa. We cannot say how such requests are treated today.
For everyone else, see the e visa requirements and the reasons why e visas get refused.

Frequently asked questions
Will an Armenian stamp stop me entering Azerbaijan?
Usually not. A stamp from a normal trip to Armenia is not a legal reason for refusal, though you may be asked about it.
I visited Karabakh from Armenia years ago. Can I enter Azerbaijan?
Probably not. Azerbaijan treats entry into its territory outside an official checkpoint as a border violation, and it applies entry bans to people who did this.
Can I go from Armenia to Azerbaijan directly?
No. There is no open crossing. Travel through Georgia and fly to Baku, or take the train if your passport is visa free.
Should I visit Azerbaijan before Armenia?
It is not required, but going to Azerbaijan first can avoid questions about an Armenian stamp at the Baku border.
Can Armenian citizens get an Azerbaijan e visa?
No. Armenia is not on the e visa list. An Armenian citizen can only ask an Azerbaijani embassy in another country.
Do I get my e visa fee back if I am refused at the border?
No. The official e visa fee is not refunded in any case, so check your history before you apply.
