Key points

  • Citizens of 34 countries need a visa for Singapore, including Azerbaijan, Pakistan, India, Russia, Georgia, Kazakhstan, Uzbekistan, Egypt and Nigeria. Most other passports do not.
  • You cannot apply at the airport. A visa is filed online by a local contact or strategic partner in Singapore, or through a Singapore overseas mission or its authorised visa agent.
  • The official processing fee is SGD 30, not refunded, and the usual processing time is 3 working days.
  • Azerbaijani and other CIS citizens, Georgians, Indians, Turkmens and Ukrainians may use the 96 hour Visa Free Transit Facility if they fly on to a third country.
  • Every visitor must submit the free SG Arrival Card within 3 days before arrival. It is not a visa.

Who needs a visa for Singapore?

Singapore's Immigration and Checkpoints Authority (ICA) keeps one list of countries and places whose travel documents need a visa. If your passport is not on it, you can visit without a visa and get your stay at the checkpoint. Your passport decides, not where you live.

The 34 countries and places on the list on 4 November 2026 are: Afghanistan, Algeria, Armenia, Azerbaijan, Bangladesh, Belarus, North Korea, Egypt, Georgia, India, Iran, Iraq, Jordan, Kazakhstan, Kosovo, Kyrgyzstan, Lebanon, Libya, Mali, Moldova, Morocco, Nigeria, Pakistan, Russia, Somalia, South Sudan, Sudan, Syria, Tajikistan, Tunisia, Turkmenistan, Ukraine, Uzbekistan and Yemen.

Some other documents also need a visa, for example refugee travel documents, Palestinian Authority passports, temporary UAE passports and PRC travel documents. Azerbaijani diplomatic, official and service passports do not need a visa.

A visa does not guarantee entry. ICA officers decide at the checkpoint, and the days you may stay are set by the electronic visit pass (e Pass) you get on arrival, not by the visa.

How to apply for a Singapore visa

ICA does not take visa applications at immigration counters. There are two routes, and ICA advises applying within 30 days before you arrive.

  1. 1

    Fill in Form 14A

Download Form 14A from ICA, fill it in and sign it. The application is based on what you declare in this form.

  2. 2

    Get a photo

A recent colour passport photo, taken within the last 3 months, that meets ICA's photo guidelines.

  3. 3

    Copy your passport

A copy of the passport data page. The passport must be valid for at least 6 months from the day you enter Singapore.

  4. 4

Add a letter of introduction if needed

Form V39A is a letter of introduction from a local contact. ICA asks for it case by case for Azerbaijanis, and always for some nationalities such as Pakistan. The local contact must be a Singapore citizen or permanent resident aged 21 or over with Singpass.

  5. 5

    Submit and pay SGD 30

Your contact, partner or agent submits online and pays the SGD 30 fee by Visa or Mastercard. The fee is not refunded.

  6. 6

    Print the e Visa

ICA usually decides within 3 working days, not counting the day of submission. If approved, your contact, partner or agent prints the e Visa for you.

RouteWho files itGood for
Online in SingaporeA local contact with a Singpass or Corppass account, or an ICA strategic partnerPeople with a friend, relative, employer or host in Singapore
OverseasThe nearest Singapore overseas mission or its authorised visa agentPeople with no contact in Singapore

Documents in other languages need an official translation from the issuing embassy or a notary. ICA does not endorse any private translation company.

The 96 hour Visa Free Transit Facility

Some visa nationals can enter Singapore for up to 96 hours without a visa when they are on the way to or from a third country. It cannot be extended, and the officer still checks the normal entry requirements.

NationalityConditions
CIS: Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Uzbekistan; and Georgia, Turkmenistan, UkraineOnward air ticket out of Singapore within 96 hours; arrive by any transport, leave by air
IndiaOnward air, ferry or cruise ticket within 96 hours, and a visa or long term pass valid at least 1 month from Australia, Canada, Germany, Japan, New Zealand, Switzerland, the UK or the US
PRC Travel Document, Hong Kong Document of Identity, Macau Travel PermitSame as India; ordinary PRC passports do not qualify

Example: an Azerbaijani flying Baku to Singapore to Sydney with tickets in hand can spend up to 4 days in Singapore without a visa. A round trip Baku to Singapore and back does not qualify. For the general rules, read transit visa explained.

The SG Arrival Card

The SG Arrival Card (SGAC) with electronic health declaration replaced the paper arrival card. All travellers submit it before arriving, except people who transit without clearing immigration and some residents who cross at the land checkpoints.

Submit it within 3 days before you arrive, counting the day of arrival. If you land on 30 June, you can submit from 28 June. Use the SGAC e Service on the ICA website or the free MyICA Mobile app; one submission can cover up to 3 trips. Give a working email address: this is where your e Pass with your allowed stay arrives.

The SGAC is free. ICA says it does not support any company that charges to submit it. Our guide to arrival cards compares it with Thailand's TDAC, Malaysia's MDAC and others.

Applying from Azerbaijan

If you hold a passport that needs a visa and live in Baku, the simplest route is often a contact in Singapore: a hotel, a company you visit or a friend with Singpass can file through the e Service. Without a contact, find the Singapore mission that covers Azerbaijan and its authorised visa agent on the Singapore Ministry of Foreign Affairs site.

Citizens of visa free countries who live in Azerbaijan, for example Turkish, German or Saudi citizens, need only the SG Arrival Card. For other trips from your passport, see travel from Azerbaijan, travel from Pakistan, travel from India and travel from Russia.

  • Apply within 30 days of your trip, not months ahead.
  • Keep at least 6 months on your passport from the day you enter.
  • Carry your onward or return ticket and hotel booking.
  • To stay longer than your e Pass allows, apply online for a Short Term Visit Pass extension before it ends.
