TRC documents checklist (Article 46.1)

Article 46.1 of the Migration Code lists the papers for a temporary residence permit. The same set is used at ASAN Service centres, regional migration offices and online. Bring originals with copies.

For a child, a parent files the application. A child who has no passport uses a notarised copy of the birth certificate instead. Fingerprints are taken from everyone aged 15 or older, so plan the visit for the whole family together if you can.

  • The application form (ərizə-anket) on the approved sample, with the item for your ground ticked.
  • Your passport and a copy. It must be valid at least 3 months after the permit you ask for.
  • The document that proves your ground (see the table below).
  • A medical certificate that you do not carry HIV or hepatitis B or C.
  • Two photos, 3.5 x 4.5 cm.
  • A copy of the document that gives you the right to stay now: your visa and entry stamp, or your current permit.
  • A housing document: the extract from the state real estate register (çıxarış, the "kupça"), an order, a lease or rent contract, or another legal document.
  • The application of the person who gives you the housing, and a copy of their ID, if you do not own the home.
  • A copy of the power of attorney if a representative files for you.
  • The state fee receipt, handed in when you collect the card.

Which document proves your ground?

The proof depends on your ground. These are the most common cases; the full list is in the TRC grounds explained.

GroundProof
Student (45.1.9)A letter from the university with your course, completion date and student ID, signed and stamped, or a letter from the Ministry of Science and Education
Employee (45.1.8)The work permit your employer got for you
Spouse of a foreign resident (45.1.5)Marriage certificate, the resident's passport copy and their notarised consent
Child of a foreign resident (45.1.5)Birth certificate, the parent's passport copy and the parent's notarised consent
Relative of a citizen (45.1.1)A document showing the relationship and the relative's notarised consent
Property or bank funds (45.1.3)The property extract or a letter from the bank
Company director or owner (45.1.6-1)Company documents showing your role and that the capital meets the minimum

The consent of the family member who holds the permit does not need a notary if that person comes to the office with you.

Where to get the medical certificate

The certificate must show that you are not a carrier of HIV or hepatitis B or C. The ASAN Service page names these centres in Baku:

  • Republican Diagnostic Centre, Tbilisi avenue 3166
  • International Medical Centre, Narimanov, A. Molla Cuma 11B
  • Special Treatment Health Complex, Badamdar highway 31T

Addresses change. Check the current list on the ASAN Service page before you go.

Housing documents: the kupça and the owner's consent

The housing document shows where you will live. Most people bring the owner's property extract, called the kupça, together with a lease. If you own the flat, your own extract is enough and no host application is needed.

If you rent, the owner fills in an application to host you and gives a copy of their ID. If the owner does not come to ASAN with you, their application must be notarised. A rent contract without the owner's extract and ID is a common reason to be sent back.

If the owner later asks for you to be removed from the address, you have 10 working days to bring a document for another home, or the permit is cancelled.

Photo size and passport validity

The law asks for two photos of 3.5 x 4.5 cm. Some guides say 3 x 4 cm, but the Migration Code says 3.5 x 4.5, so use that size.

Your passport must stay valid at least 3 months after the end date of the permit you ask for. For a one year permit, that means more than 15 months of validity on the day you apply. If your passport ends sooner, renew it first. See passport validity rules.

Other common reasons to be sent back from the counter are a missing copy of the visa page or last entry stamp, photos of the wrong size, and a rent contract without the owner's extract and ID. Check each item on the list against your own papers the day before.

Foreign marriage and birth certificates

Certificates from abroad must be given as translated and notarised copies. Documents from CIS countries and Türkiye that are covered by treaties need no notarisation when shown with the original.

Azerbaijani notaries usually need an apostilled or legalised original before they certify a translation. The State Migration Service table does not mention the apostille, so ask the notary or the office before you travel.

Before you go to ASAN

  1. 1

    Check the deadline

File at least 30 days before your visa, visa free stay or current permit ends.

  2. 2

    Book a queue

Book at enovbe.asan.gov.az. The TRC service is at every ASAN centre except Ganja No. 1.

  3. 3

Bring the owner if you can

If the owner comes with you, their consent needs no notary.

  4. 4

    Keep copies

Bring originals and a copy of each document. Sroky can scan your passport and cards on the phone so the dates are saved and you get reminders later.

Never miss this deadline

Add your permit, passport and registration to Sroky. It counts the days, warns you early and keeps every document encrypted on your phone.

Two photos of 3.5 x 4.5 cm, as Article 46.1 of the Migration Code says. Do not use 3 x 4 cm photos.

Does my landlord need to come to ASAN?

No, but if the landlord does not come in person, their application to host you must be notarised. They also give a copy of their ID.

Which medical tests are needed for a TRC?

A certificate that you are not a carrier of HIV, hepatitis B or hepatitis C. ASAN names approved medical centres in Baku on its service page.
